The NDCA releases a comprehensive novice policy evidence packet and curriculum each season by August. The packet contains a comprehensive set of arguments on the topic, along with a course components, to better aid your classroom planning and instruction of novice policy debaters.

The 2026-2027 National Policy Debate Topic is:

Resolved: The United States federal government should establish national health insurance in the United States.

NFHS NOVICE CASE LIMITS 2026-2027

The National Federation of High Schools releases a set of novice case limits each spring to provide a structured starting point for entry-level policy debate by narrowing competition to a defined set of core cases and arguments. This approach helps new debaters focus on foundational skills without being overwhelmed by the full scope of open division debate.

The NDCA Novice Packet builds on this model by providing comprehensive, classroom-ready materials aligned with these limits. By pairing clear case structures with complete affirmative and negative resources, the NDCA packet supports both coaches and students in developing strong fundamentals while maintaining a consistent and accessible competitive experience. While not always guaranteed, the NDCA Novice Packet authors try to align our packet with the novice case list set by the NFHS. The following three affirmative areas were selected by states and debate organizations for 2026-2027.
